Job Description:
The Detroit Housing Commission (DHC) in conjunction with the HUD Recovery Administrator is seeking a qualified candidate for the position of Director of Development.
This is a senior level position whose purpose is to manage and oversee all aspects of the Detroit Housing Commission’s (DHC’s) development projects, including contract administration. This includes those funded through HOPE VI or Replacement Housing Factor (RHF) grants as well as other Department of Housing and Urban Development (HUD) and other federal and non-federal sources.
Duties include developing long-term resources, supervising staff, preparing budgets, coordinating property acquisition and disposition, attending meetings, making recommendations, overseeing financial proposals and funding applications, promoting and monitoring program compliance with regulations, budgets and schedules. The incumbent directs and coordinates activities in order to achieve maximum efficiency by working with subordinates to establish goals, policies and procedures, and working with outside organizations to provide needed funding and services
Required Skills:
Candidates will be evaluated on the following job-related criteria:
- Knowledge of HUD and other Federal, State, and local policies, procedures, and regulations related to low-income housing, HOPE VI, RHF, and related programs
- Knowledge of the principles and practices of budgeting and budget administration, contract negotiation, procurement, demolition, real estate development, grants management, community and supportive services, relocation, homeownership, project management, design, and construction management.
- Ability to communicate verbally with groups and individuals in a wide variety of situations. Purpose of contacts may be to explain and encourage support for the program, investigate and resolve problems, discuss technical questions, or convey information; tact in dealing with stressful situations is essential.
- Ability to communicate effectively in writing by preparing a wide variety of correspondence, reports, and presentations.
- Ability to establish effective working relationships with colleagues, officials, contractors, development partners, and the public in order to accomplish departmental goals and complete projects.
- Ability to analyze reports and data, draw conclusions, and formulate recommendations.
- Ability to plan, to organize, and to coordinate routine work and special projects in order to meet DHC’s goals.
- Ability to plan and manage multiple priorities, demands and projects to accomplish tasks in accordance with established requirements, performing proactively not reactively.
- Ability to anticipate potential problems and needs in order to develop and initiate appropriate corrective action; use sound judgment to make and implement decisions.
- Ability to analyze problems, to review available guidelines and procedures, to prioritize and mobilize resource, to identify possible solutions, and to select the appropriate solution.
- Knowledge of standard office procedures, including filing, and standard office equipment, including computer, fax, copier, telephone system. Knowledge of standard software programs including Microsoft Office, Microsoft Excel and Microsoft Project.
SALARY: negotiable based on education and experience.
MINIMUM QUALIFICATIONS: Master’s degree in planning, community development, public administration, or related field, plus 7 years of progressively responsible experience in planning, community development, grant administration, project management, and real estate development or an equivalent combination of education and experience. Supervisory experience required. Extensive supervisory experience in large-scale mixed-finance and mixed-use development may be substituted for a Master’s degree.
