Resident Services Program

  • Family Self-Sufficiency (FSS): The DHC FSS Program supports the RSD’s goal of increasing economic opportunity for DHC families. The FSS Program Coordinators develop local strategies to connect participating families to public and private resources to increase their earned income and financial empowerment, reduce or eliminate the need for welfare assistance, and make progress toward economic independence and self-sufficiency.
  •

  • Resident Opportunity Self-Sufficiency (ROSS): Provides supportive services for Public Housing residents under the provision of a service coordinator for the coordination of supportive services and other activities designed to help DHC residents attain economic and housing self-sufficiency.
  •

  • Section 3 Program - Final Rule: Section 3 requires that recipients of certain HUD funds make economic opportunities available for low- and very low-income individuals, especially recipients of government assistance for housing, living in the areas where HUD funds are spent. The final rule is designed to improve a focus on economic opportunity outcomes while simultaneously reducing the regulatory burden on those entities that receive those funds.
  •

  • Jobs Plus (JP): The DHC Jobs Plus program will support a culture of work that leads to sustainable career ladder employment at a living wage for all work-able eligible residents.

  • Relocation Program: To assist in the relocation of DHC Public Housing and Housing Choice Voucher Residents to available DHC and Private properties.
