The Modernization Department, also known as Capital Improvement Department, is primarily responsible for the administration of the Capital Fund Program (CFP). DHC is provided a CFP grant annually through the HUD Office of Capital Improvement. CFP grants provide financial assistance to public housing agencies like DHC to make improvements to existing public housing. The CFP also provides financial assistance to develop new public housing or make management improvements to benefit public housing. DHC anticipates receiving $7-9 million annually in CFP grants which are distributed to PHA’s nationally through Congressional appropriations.
The Modernization Department, with the assistance of the DHC Asset Management Department, collectively identifies long-term physical needs of public housing properties. Modernization utilizes the services of architects and engineers along with in-house staff to define the improvements required. These activities are generally procured with vendors through the DHC Procurement Office following DHC Procurement Policy and regulations as required by the CFP. Modernization staff and their representatives will administer the contracted activities. Work is performed under the managerial direction of the Capital Asset Manager.
The Modernization Department also assists with other activities of the housing commission such as grant writing, grant administration, energy improvements, environmental, acquisitions, demolitions and property loss insurance claims utilizing the skills and services available to the department.
