Villages at Parkside Development
The Villages at Parkside is a 52-acre public housing project on the east side of Detroit, located at the northeast corner of E Warren Ave and Conner St — immediately across from historic Chandler Park. DHC is partnering with Ginosko Development Company to redevelop Parkside as a new residential community with a broad mix of housing options across several affordable income ranges.
Part of the project involves converting Parkside from Low Income Public Housing (Section 9) funding to Section 8 funding through a HUD program called RAD (Rental Assistance Demonstration). DHC and Ginosko strongly encourage residents and stakeholders with questions to email parkside@dhcmi.org, or reach out to a Resident Representative for assistance.
A binder is available in the lobby of the community center with RAD-related information including the Resident Information Notice (RIN) and General Information Notice (GIN). Residents are also encouraged to review the RAD Fact Sheets on the HUD website — particularly Fact Sheet #9 on RAD and Relocation.

Timeline of Anticipated Project Milestones

2024- Begin architectural and engineering ("A&E") design
- Begin conducting environmental investigations to prepare HUD- and EGLE-required reports
- Secure Board approval to enter into a Development Agreement with Ginosko

2025- Q4: Ribbon Cutting – Construction activities begin

2026- July: Construction completion and ready for move-ins
- Winter (Q4): residents relocate to new buildings; demolition activities would soon follow
